Money and Services


Blog: Does your CP rely on money or services provided by any other entity (public or private)? Are the money or services provided in a consistent and reliable manner or is the CP subject to periodic application, approval, reapplication, etc.? How does this consistency, or lack thereof, affect your CP’s operations? Do other people or organizations rely on your CP to provide funding?

               iLead is a program under the Hagar Service Coalition and they are supported by multiple companies, organizations and universities. They work with public and private entities like the Institute for local government, OEPA, the City of East Palo, Nuestra Casa, Multicultural Counseling and Educational Services of the Bay and the City of Menlo Park.  The work schools like Santa Clara University, San Jose University and Redwood City School District. They also work with individuals who donate their time and support the program. Yes, iLead (Hagar Coalition Service) does provide consistent and reliable manner service. I don’t know if there are any application and approval process. The people a who participate in the services reply on the funding and stuff. 

Budgets


Blog: “A budget is a statement of values.” What values underlie the way a CP gets and spends its money or resources? Which Hallmarks, if any, are expressed in the way your CP manages its budgeting and service delivery?



               iLead focuses on engaging the community civic participation in the city of East Palo Alto and across the nation. They understand that there need communities need to engage in order to build a strong community. iLead is non-profit organization and from my understanding I believe they collect donation. I don’t know much about their budget and resources. iLead focuses on learning about how cities and the county government operates. They work with 5th grade – college students and adults/families. For adults, they offer 4-session series on the local government and the county. iLead represent all of NDNU:  We proclaim by our lives even more than by our words that God is good. We honor the dignity and sacredness of each person. We educate for and act on behalf of justice and peace in the world. We commit ourselves to community service. We embrace the gift of diversity. We create community among those with whom we work and with those we serve. We develop holistic learning communities which educate for life.

Local Government

Blog: Describe the community in which your CP operates… is it a city, a town, a rural area? What kind of mayor does the community have? Does your CP have any interaction with local government officials?



               iLead works in the city of East Palo Alto.  Most of EPA was unincorporated county land, so it was not eligible for many of the revenue benefits of city status. Until 1983, East Palo Alto existed as an unincorporated "island" in San Mateo County, dependent on county government for services and on the San Mateo County Sheriff for police protection. I believe East Palo Alto has a mayor-council form of government. Yes. iLead does work with the local government because the people who began the program were city officials and they still have an affiliation with the city.

California State Legislature vs The Feds


How are California’s State Legislature and/or local governments using their power to preserve state and local values in the face of conflicting Federal policies?

               California has always been seen as a progressive state. When it comes to LGBT community, immigration and other controversial situation California always seem to be on the side fighting to give more rights. In recent news, California’s state legislature is fighting 45’s new deportation tactics and his travel ban – it blocks people from predominately Muslim countries from entering the U.S. California legislature has called the ban unconstitutional and has declared California a sanctuary state. In the Senate Bill 45, California has restricted how much information local law enforcement can give to immigration and customs enforcements. However, the bill does not completely prevent local law enforcements from cooperating with federal law enforcement.  Governor Jerry Brown has said that “California is not turning back, … “Not now, not ever.” Even though there is repercussion for being a sanctuary state California has not back down. The state legislature has taken the ban to court and they have been very vocal in their opposition to the ban. Not only is the state working against the ban but so are local communities and cities.

Blog 4:State Constitions

Find and summarize a case study about an effort to update or challenge a state constitution. If your CP has engaged in this kind of advocacy, you may use your CP as an example.



For over 20+ years the LGBQT community in the California fought the state constitution to gain marriage rights.  In 1971 the state legislation replaced gendered with the word gender-neutral. In 1985 Beverley became the first city in the state of California to recognize same-sex couples legally. “when it enacted its domestic partnership policy for city and school district employees. The term "domestic partner" was coined by city employee and gay rights activist Tom Brougham, and all other domestic partnership policies enacted in the state in the years since are modeled after Berkeley's policy”. In 1999 California began to provide benefits for same-sex partners who were state employees. When proposition 22 was passed by voters in 2000 which prohibited the state from being recognized as a same-sex marriage state the California Supreme Courting struck it down. However, the fight was not done there. A few months later Proposition 8 was introduced and passed. It ruled that same-sex marriage replaced the ban on same-sex marriage. The Supreme ruled that the marriages that occurred before Prop 8 were valid but more people couldn’t get married. Perry v. Schwarzenegger in 2010 ruled that Prop 8 was unconstitutional and it was a “violations of the Due Process and Equal Protection clauses of the Fourteenth Amendment to the United States Constitution. California state constitution was passed by the fight with United States federal government was just starting.  

Blog 3: Subsidiarity and the Proper Role of Government


Blog Topic #4: Define “subsidiarity” in your own words. How is the concept of subsidiarity as discussed in today’s reading related to “devolution”as described in your textbook? Google “devolution in Kenya” for an ambitious example of how governments might use devolution to achieve a desireable level of subsidiarity.


                      Subsidiarity is fixing and solving problems on the local level. It means not relying on the government to handle communities’ issues. Devolution is the basically the creation of government on ALL levels. The book defines devolution as the “delegating of power from the federal to state and local government. Subsidiarity and devolution are relatable because when setting up a new government (or new levels of government) taking into consider having government available in communities is benefit. Devolution is a result of subsidiarity. People begin to settle and govern themselves. This eventually leads to history repeating itself from the 1600s to the 2000s.  In 2010 Kenya’s constitution was written and put into effect. The Constitution provided for, among others, enhanced checks and balances within the government, an enhanced role of Parliament and citizens, an independent judiciary, and a most progressive Bill of Rights.”
