iLead works in the city of East Palo Alto. Most of EPA was unincorporated county land, so it was not eligible for many of the revenue benefits of city status. Until 1983, East Palo Alto existed as an unincorporated "island" in San Mateo County, dependent on county government for services and on the San Mateo County Sheriff for police protection. I believe East Palo Alto has a mayor-council form of government. Yes. iLead does work with the local government because the people who began the program were city officials and they still have an affiliation with the city.
